Amidst widespread panic over serial female kidnappings in Edo, the Shinsengumi’s aggressive crackdown damages their reputation. To restore public trust and encourage citizen vigilance, Kondou appoints pop idol Tsu Terakado as chief for the day. Eager to fulfill her role, Otsu initiates immediate reforms, starting with bureau regulations. She tasks the Odd Jobs Trio with accompanying her while disguised as the uninspiring mascot character Makoto-chan. The Shinsengumi quickly recognizes their true identities, sparking a violent confrontation. During the ensuing chaos, Otsu is abducted by an unknown perpetrator, leaving the group in disarray.
