Janine Trotter, a devoted fan of Speed, provokes jealousy in the possessive Trixie. Her wealthy father, traumatized by his son's death in a car accident, despises automobiles. He retaliates by sabotaging a new speedway opening and creating massive traffic jams in the adjacent city. Additionally, he hires three incompetent thugs to damage Pops Racer's shop. Speed and Sparky easily overpower these attackers. The group then discovers that Janine and Trixie are testing a new vehicle, which has had its brakes sabotaged by one of the hired men. This act of destruction stems directly from the father's hatred of cars and his desire to prevent Janine from pursuing her interest in racing.
