Conan and Heiji investigate Naoko's murder, finding fish scales that imply a killer from the sea. They explore the Mermaid's Grave history, involving grave robbers seeking immortality from bones on mermaid island. The investigation reveals Mikoto is over 130 years old, an arrow carrier, and festival head. During the inquiry, Kimie is burned alive in a warehouse near the shrine. Conan identifies the murderer and arranges a meeting with Heiji. While searching the forest grave, Heiji falls off a cliff. Kazuha pulls him up but falls herself. Heiji jumps after her, leaving them both hanging from a tree branch. As the branch breaks under their weight, Kazuha stabs Heiji's hand with her arrow, forcing him to let go to save himself.
