To lift her spirits, Brief invites Panty to a party where he is supposedly engaged to the mayor's daughter, who is actually Scanty in disguise. Instead, Brief declares his intention to marry Panty. The Demon sisters attack, causing Panty to lose her powers as she flees with Brief. She attempts to consummate their relationship but discovers she has regained her virginity. Corset and the sisters then abduct Brief, whose penis is the key to Hell's Gate, leaving Panty unable to rescue him.

Stocking returns to assist in the battle against Corset and the Demon sisters. Brief inadvertently opens Hell's Gate using his penis, releasing a destructive Ghost that ravages Daten City. Corset kills Garterbelt and merges with the Ghost to attack Heaven. Panty and Stocking utilize Garterbelt's credit card to purchase numerous weapons from Heaven, constructing a massive laser to defeat Corset. They accidentally fire the weapon skyward, summoning their mother, who destroys Corset and reseals the Ghost. Garterbelt resurrects to oversee the Anarchy sisters, who are exiled from Heaven again for depleting their Heaven Coins by maxing out the card. The post-credits sequence features bizarre twists that confuse the characters and hint at future events.
