Police detain Rudra as the primary suspect in the sniper assassination of a public official, despite his presence with AGS personnel during an anti-terrorist operation. Following his release from custody due to AGS intervention, Rudra deduces that the attacker is someone from his past. He subsequently meets Maya, a highly intelligent woman who served as his sniper and spotter during his time as an anti-government guerrilla in World War III. This encounter occurs shortly after an assassination attempt is announced against President Oguma, linking Rudra's history to the current threat.
