Following a mall bombing attributed to the Hounds, an anti-AGS riot escalates until Rudra threatens force. While media portrays the group as non-lethal extremists, Haruki doubts this narrative and consults Ulla Chiaki, the Hounds' leader and his friend. Ulla confirms her group did not plant the bomb. Despite this, public pressure regarding pro and anti-Hound sentiments compels AGS to launch an anti-terrorist operation. The Blademen are deployed to locate the suspects, but their systems are hacked, allowing Ulla and her associates to evade capture and escape the situation.
