Ash and his friends observe a group of Growlithe undergoing training exercises against a policeman disguised as a robber. Inspired by this display, Ash decides that he and Pikachu should undertake similar training to maximize their potential. However, the situation takes a dangerous turn when Team Rocket arrives with the intention of stealing the Growlithe. During the chaos, Officer Jenny's voice undergoes a sudden change. This alteration causes the Growlithe to mistakenly identify Team Rocket members as legitimate officers. Consequently, the Pokémon obey commands from the thieves, using their keen sense of hearing to follow their new, false leaders. This misunderstanding allows Team Rocket to successfully capture the animals, complicating the efforts of Ash and his friends to protect them.
