After sustaining injuries in battle, Ash's Bulbasaur begins exhibiting unusual behavior. Ash visits a Pokémon Center and learns that his partner is prepared to evolve. This timing coincides with an evolution festival held in the Mysterious Garden, where regional Bulbasaur transform into Ivysaur. A group of wild Bulbasaur abducts Ash's Pokémon and transports it to the event against its will. Despite the pressure, Bulbasaur refuses to undergo evolution. When Team Rocket attempts to capture the wild Ivysaur and their leader Venusaur, Bulbasaur overcomes its hesitation. It successfully masters the Solar Beam attack to rescue the captured group and thwart the villains' plans.
