In 2017 Tokyo, Japan, the city is undergoing rapid construction and renovation in preparation for the 2020 Olympic Games, with the Shutoko highway system being dismantled and rebuilt. The Hyuga Corporation, a leading company in artificial muscle fiber technology, is experiencing a surge in profits and secretly developing a powered suit designed to enhance average individuals with the physical abilities of elite athletes. Dan Amo is an unremarkable employee in the company’s General Affairs department by day, but at night, he enjoys motorcycling. Along National Route 246, a group of enigmatic black-suited riders appears at night, pursued by journalist Makina Mikage. Kotaro Hyuga, the company’s heir, also becomes part of this unfolding scenario as the lives of these three individuals begin to intertwine.
