Kou's peaceful summer day is interrupted by a fire drill featuring a real fire. As the residents way of handling a fire shows its weirdness, Kou wonders why Sister spoils the Village Chief so much despite how much of an idiot he is. Meanwhile, Shimazaki continues supplying Seki with reports on Kou, and the next day Kou learns from his workers that Seki had bought up the land under the bridge for development. Kou tries to warn the Chief and Sister, but they don't take it seriously. The next day, Kou receives a notice from an MLIT official asking for everyone to leave the riverbank, which the other residents take badly. (Source: Wikipedia)
