Kou's tranquil summer is disrupted by a fire drill involving actual flames, highlighting the residents' peculiar emergency response. While observing this, he questions why Sister indulges the Village Chief, whom he considers foolish. Concurrently, Shimazaki keeps Seki informed about Kou's activities. The following day, Kou discovers that Seki has purchased the land beneath the bridge for development purposes. He attempts to alert the Chief and Sister, but they dismiss his concerns. Subsequently, an MLIT official issues a notice requiring all residents to vacate the riverbank, a demand that is poorly received by the community.
