第10話: 橋の下での土地開発と、カオスな避難訓練

Kou's peaceful summer day is interrupted by a fire drill featuring a real fire. As the residents way of handling a fire shows its weirdness, Kou wonders why Sister spoils the Village Chief so much despite how much of an idiot he is. Meanwhile, Shimazaki continues supplying Seki with reports on Kou, and the next day Kou learns from his workers that Seki had bought up the land under the bridge for development. Kou tries to warn the Chief and Sister, but they don't take it seriously.
