To prevent foreclosure on their family workshop, a young inventor proposes that Lupin can solve their financial troubles. He and his older brother construct a smart safe for the Greater Tokyo Bank, which opens exclusively for individuals lacking brainpower, challenging Lupin, the world's smartest thief. Frustrated by this barrier, Jigen, Fujiko, and Goemon subject Lupin to a cruel regimen of sleep deprivation, beatings, and exercise to destroy his brain cells. During the public opening ceremony, Lupin consumes numerous blueback fish, causing his brainpower to surge and the safe's IQ counter to overflow to zero. This allows him to open the safe. The contest concludes as a draw, but the brothers gain fame and sell canned fish, saving their business.
