Before Albert can secure victory, Jigen and Goemon rescue Lupin, but assassin José seizes the notebook. Lupin explains that Albert was once his partner before abandoning petty crime to rule France from the shadows. As presidential elections near, José exploits the book to destabilize the government, enabling terrorists to act freely and boost support for right-wing candidate Calvess. José’s gang hunts Lupin’s group due to their knowledge of the notebook’s secrets. With their goals conflicting, Lupin and Albert set aside past differences to unite against their shared adversary, José, in a race to prevent political chaos and secure the valuable item.
