Ginji and Akabane fight several men, but Ginji opposes Akabane’s ruthless methods. Kagami searches for them with Juubei following. Makubex explains the Limitless Fortress has three sections: Lower Town, The Beltline, and Babylon City, aiming for absolute power in Lower Town. Juubei and Kagami find Ginji and Akabane, but Ginji becomes enraged when Juubei claims he killed Kazuki. Ginji releases massive lightning, exhausting everyone and separating the group. Akabane battles Kagami, forcing her to flee. Juubei questions Makubex, but Kagami encourages him to stay on his path. Ban and Shido locate the garbage disposal facility. Meanwhile, Hevn and Himiko are harassed by two men until Kazuki intervenes to save them.
