Meanwhile, in Phezzan, Kesselring reveals to Rubinsky that the Free Planets Alliance faces imminent bankruptcy, prompting them to proceed with their plans; it is disclosed that Kesselring is Rubinsky's illegitimate son. Back at Iserlohn, Yang discusses the nature of military strength with Julian Minci, noting how such power is frequently turned against the very citizens it was intended to protect.
